In 2017, HakiElimu started to implement its new five year Strategic Plan that aims at addressing challenges in the education system including violence against children in schools, lack of inclusion and increasing girl’s retention, transition and access to education. The 2017 Annual Report summarises the key Programmatic and organisational achievements and challenges in implementing the first year of our five-years Strategic Plan 2017–2021 which encompasses three Programmatic outcomes and 1 organisational outcome:

Although this is only the second year of the 2012-2016 Strategic Programme, HakiElimu’s work and investment has led to significant changes, more specifically in 42 primary schools supported by the programme. HakiElimu’s advocacy campaigns have stimulated wide debate on education in Parliament and among citizens, especially on issues of quality of curriculum and books, ECD policy and financing and many more.

This report is a summary of the experiences of HakiElimu’s programme in 2014. Its objective is to share with our stakeholders the progress, successes, challenges and lessons we experienced in our work for the year – and also what we picked from these experiences to improve our work in 2015 and beyond. The vision of HakiElimu is to see an open, just and democratic Tanzania where all people enjoy the right to education that promotes equity, creativity and critical thinking. Our mission is to enable people to transform education, in and out-of-schools; in uence policy-making and make effective its implementation; stimulate imaginative public dialogue and social change; conduct research, policy analysis and advocacy; and collaborate with partners to advance participation, accountability, transparency and social justice.

Citizens for Quality Basic Education and Democracy in Tanzania HakiElimu’s four year Strategic Program (2008-2011) focuses on ‘Quality Education’. It aims to enable citizens to be better informed, organized and equipped to realize quality basic education for liberation and democracy in Tanzania. This is an ambitious goal; however, with the right resources and mind-set,we believe it is possible.

In 2015, HakiElimu’s work continued to develop the education sector in Tanzania through advocating for transparency, good governance and effective allocation and management of resources to schools. We promoted quality teaching and learning environments, and facilitated active community engagement in school management through engaging citizens across the country. Two key campaigns were delivered through the media. Following “Boresha Elimu ya Awali” - Promoting numeracy and literacy in primary schools - Tanzania has been granted support from the Global Partnership for Education (GPE) to implement the Literacy and Numeracy Education Support Programme (LANES). The second campaign, “Uhaba wa vyoo mashuleni” - Shortage of adequate toilets in schools - led to a number of pledges from government, corporations and other stakeholders to provide construction support in various locations.
